"México Ha Aprendido Bien la Lección. Tenemos una de las Mejores Arquitecturas Financieras para Enfrentar Emergencias"
"La reconstrucción tras los desastres naturales va a estar georreferenciada casa por casa y caso por caso. Y seguiremos apoyándonos en la tecnología para transparentar el proceso de manera que los ciudadanos puedan darle seguimiento", aseguró la Subsecretaria de Hacienda, Vanessa Rubio Márquez, en una entrevista concedida a los medios del país.
“México ha aprendido bien la lección. Tenemos una de las mejores arquitecturas financieras para enfrentar emergencias y hemos conseguido por primera vez en muchos años, que este tipo de desastres naturales no se conviertan en una desgracia financiera”, afirma. “Quiero enfatizar que lo más importante, lo que más nos conmueve, es que se trata de una tragedia que costó vidas”.
Según la directiva, uno de los grandes cambios que vivió México respecto a 1985 fue en la arquitectura financiera. Está empezando a ser caso de estudio en los organismos internacionales. Son varias capas: el fondo de desastres, el seguro catastrófico y el bono catastrófico. Hay que tomar en cuenta que además del gobierno federal, los gobiernos locales tienen su blindaje, lo mismo pasa con Pemex y con el IMSS. “En momentos tan difíciles, hemos conseguido que los sismos y huracanes que han golpeado al país no se conviertan también en un desastre financiero”.

"The reconstruction following the natural disasters will be geo-referenced home by home and case by case. And we shall continue relying on technology to improve the transparency of the process in such a way that citizens can keep track", stated the Deputy Secretary of the Inland Revenue Service, Vanessa Rubio Márquez, in an interview granted to the nation's media.
“Mexico has learnt the lesson well. We have one of the best financial architectures to cope with emergencies and for the first time in many years we have succeeded in preventing this kind of natural disasters from becoming a financial tragedy”, she asserted. “I would like to emphasize that what is most important and what touches us the most is that this is a tragedy that claimed many lives."
According to Ms. Rubio Márquez, compared to 1985 one of the great changes in Mexico is its financial architecture, which has started to be a study case in international agencies. This architecture includes several layers: disasters fund, catastrophe insurance and catastrophe bond. In addition to the federal government, local governments have their own protection; the same applies to Pemex and to the Mexican Social Security Institute (Instituto Mexicano del Seguro Social, IMSS). “At such difficult times, we have succeeded in preventing the earthquakes and hurricanes that hit the country from becoming a financial disaster, too”.
